Marcie Lewis has over 20 years of experience as a municipal advisor with expertise in both general municipal and affordable housing advisory services to clients across the United States. Ms. Lewis was a founding member of Public FA, Inc. (“PFA”) in 2001, a municipal advisory firm focused on clients in Alabama and housing clients across the country. Ms. Lewis managed a $2 billion client base of Public Housing Authorities utilizing HUD’s Capital Fund Financing Program with PFA. In 2012, PFA merged with PFM Financial Advisors LLC (“PFM”), and she now serves as a Senior Managing Consultant with PFM. Since the merger, Ms. Lewis manages a portfolio of similar local government and affordable housing clients such as the State of Alabama, Cities of Huntsville, Mobile, and Auburn, the Boston Housing Authority and the Miami-Dade Department of Housing and Community Development.
In addition to Ms. Lewis’s work in the municipal advisory practice, she has served on several non-profit boards and steering committees, including the Low Income Housing Coalition of Alabama (“LIHCA”), the North Alabama Coalition for the Homeless (“NACH”), Enable Madison County (“Enable”) (formerly CASA), the Alabama chapter of Women in Public Finance, National Board of Women in Public Finance, Not One More Alabama (“NOMA”), the Women’s Economic Development Council (“WEDC”), and the Women in Leadership Advisory Panel with the University of North Alabama (“UNA”).
Ms. Lewis served on the steering committee that formed LIHCA in 2007 and served on the Board through 2020, including serving as President of the Board for six years. LIHCA is a statewide advocacy coalition formed to address Alabama's affordable housing crisis by increasing housing opportunities for those of the greatest financial need. In her tenure on the Board, Ms. Lewis served as chair of the membership committee and served in various roles on all other committees of the Board. In 2012, while Ms. Lewis served as President of the Board of LIHCA, the organization was successful in getting legislation passed to create a state-wide Affordable Housing Trust Fund. Also in 2007, Ms. Lewis served on the steering committee to write the federally mandated 10 Year Plan to End Homelessness in the City of Huntsville, AL. As a result of that plan, the region’s Homeless Continuum of Care (NACH) was restructured in order to align with the City’s Plan. Ms. Lewis served on the restructured Board of NACH until 2016 in both the Treasurer and President roles. In 2017, Ms. Lewis joined the Board of the Enable Madison County, a non-profit that has operated in the Huntsville area for 40 years focused on helping the aging and homebound remain in their homes. She served as Treasurer of the Board and chair of the Finance Committee from 2018 to the end of her term in 2022. During her tenure on the Board, Marcie worked with Enable staff and Board members to establish Enable as an Accredited Non-Profit through the national non-profit Accreditation Standards program.
In 2018, Ms. Lewis helped form an Alabama chapter of Women in Public Finance. She currently serves as President of the Board of Directors and is involved in all aspects of the organization including membership, programming, networking, and recruitment. Ms. Lewis also served on the Board of National Women in Public Finance starting in 2020 and served as Assistant Treasurer for 2021 and as Treasurer in 2022 as well as serving as a mentor through the WPF mentorship program in 2020. Currently, Ms. Lewis serves as CFO of the Board of Not One More Alabama (NOMA), an agency focused on helping families affected by loved ones suffering from substance use disorder a cause near to Ms. Lewis after losing her sister to overdose in 2019. As a volunteer-run organization, Ms. Lewis brings her board governance expertise to this Board, organizing and growing the organization. In 2022, Marcie was met the requirements and was inducted into Women’s Economic Development Council, a diverse group of mid-to-senior level executives, business professionals and successful businesswomen working together, mentoring each other, and sharing resources to accelerate economic development.
Ms. Lewis has a B.A. in Psychology with a minor in Business Administration from Converse University, (formerly Converse College) a women’s college in Spartanburg, SC. She also participated in the Huntsville Madison County Leadership’s Connect program for building leadership skills in young professionals, the Alabama Leadership Institute and she serves on PFM’s Women’s Significant Interest Group (SIG) and DEI Mentorship Committee, serving as a mentor to a younger woman within PFM.
